2022 Tax Amnesty Program: Paying High Fines an Option

The Directorate General of Taxes at the Ministry of Finance announced that there are two series of State Securities (SBN) that will accommodate the repatriated funds in the Voluntary Disclosure Program (PPS). First, Rupiah-denominated Government Securities (SUN), namely FR0094 with a 6-year tenor, which yields 5.37%-5.62% yield. Second, SUN denominated in United States (US) dollars, namely USDFR0003 with a tenor of 10 years with a yield of 2.80% -3.15%. Business actors consider that the yields offered by the two special series of SBN are less attractive, so that the majority of taxpayers participating in PPS tend to choose to pay high fines and not place the disclosed assets into a holding investment instrument. This is also reflected in the PPS data as of February 21, 2022, which recorded an investment value of only Rp. 1.07 trillion. In fact, the total value of net assets disclosed by taxpayers reached Rp. 17.13 trillion. Ajib Hamdani, member of the Indonesian Chamber of Commerce and Industry (Kadin) for Monetary Policy and Financial Services, said the details of the yield on the special series of SBN further emphasized that this year's tax amnesty program was not able to provide a magnet for taxpayers to disclose their assets. "It is very likely that taxpayers choose not to invest in SUN and choose the consequences of paying a higher PPS rate," he said
